会议指出，“十五五”时期是加快建设金融强国的关键时期，对证券行业文化建设提出了更高要求。践行资本市场政治性、人民性，加强党的建设，培育廉洁文化，增强行业文化建设内在驱动力，以文化“软实力”更好支撑专业“硬实力”是未来一段时期的重要任务。
行业机构和从业人员要深刻把握新形势下文化建设特别是廉洁文化建设的极端重要性，加大文化建设和廉洁从业管理力度；要坚持党建引领，将文化建设融入公司发展战略、规章制度、日常经营等各环节，将廉洁从业风险防范做到全面覆盖、突出重点，共同营造风清气正的行业发展环境，塑造良好行业声誉。
会议就制定行业文化建设指导性文件、加强行业廉洁文化建设、评估修订文化建设自律规则、编制典型示范案例、加强行业培训教育、促进行业交流等六项重点工作开展研讨交流，提出明确指导性文件定位并优化其结构与内容、细化廉洁从业实施细则有关要求提升指导性及可操作性、增强实践评估指标的适用性并扩大加分范围等意见建议。
