Coinbase CEO Brian Armstrong said the status quo in the U.S. is not working because there is no federal framework, and argued that the bill would provide consumer protections, law enforcement tools and a path for the U.S. to lead in the industry.

The bill is expected to be one of the most significant pieces of legislation affecting the crypto industry, but it needs 60 votes to pass in the Senate. Republicans hold a 52-47 majority over Democrats.

If lawmakers cannot hold a vote before the Senate breaks in August, consideration could slip into the weeks before the 2026 U.S. midterms, potentially complicating negotiations. As of Friday, Kalshi offered event contracts showing a 40.3% chance that the bill would pass before the Senate’s August recess.
