在创新发展方面，《条例》提出，一方面推动豫剧与科技应用深度融合，开展豫剧数字化保护；一方面鼓励豫剧表演团体加强与互联网平台合作，运用人工智能等新技术手段，建设在线剧院、数字剧场，制作适合网络观演的豫剧剧目、动漫、影视剧和短视频等优秀作品，培育发展网络演播新业态。
“近些年我们一直探索在网上找观众，曾经一场网络直播吸引150余万人在线观看。”李树建介绍，譬如直播、短视频能吸引年轻人对豫剧的关注，“豫剧＋脱口秀”等跨界合作、沉浸式演绎，是更贴合年轻观众喜好的表演形式，“现在我们的线下剧场演出，年轻观众占比接近30%”。
《条例》还提及，曲剧、越调等其他河南地方戏曲剧种的保护传承发展，参照该条例执行。
