行政院長卓榮泰今（13日）天到南投縣視察改善貓羅溪淹水的外轆排水治理工程時向立法委員喊話，強調今年中央總預算至今未審議通過，無法動支第一、第二預備金與災害準備金共170億元，其中第二預備金與災害準備金即是撥給地方政府災害應急之用，盼立委們能儘速審議通過總預算，以免各地淹水等災害發生時無應急之用。
南投縣貓羅溪近幾年每逢颱風來襲即淹水，縣政府辦理外轆排水治理工程改善，預計年底發包，2019年5月完工，副縣長王瑞德致詞時認為該工程滯洪水用地取得費用比當初核定的2億元經費多出約1.1億元，不該由長期受災的南投縣負擔，並希望中央儘速核撥已核定的4000萬元災害應急經費。
卓榮泰則指出，行政院版的統籌分配稅款分配方式其實是更合理，因為現行統籌分配稅款分配方式，已對許多縣市造成不公平，既然各縣市政府已多分配到約4615億元統籌分配稅款，就應該用在該用的地方，南投縣也多分配到約140億元，難道要多負擔這1.1億元真的會有困難嗎？
卓榮泰強調，近日各地下起豪大雨，他很擔心淹水，但今年中央總預算還沒審議通過，包括第一、第二預備金與災害準備金共170億元無法動支，其中第二預備金與災害準備金即是撥給地方政府災害應急之用，因此希望立法院能早日審議通過總預算。
