工程會表示，今年金質獎強化推薦機制。除須符合三級品管作業規定外，查核次數由原先的1次，提升為施工進度達20％至90％期間，每12個月至少查核2次；整體工程進度門檻亦從60％提高至80％以上，符合以上條件才能夠推薦參選。

工程會表示，公共工程金質獎分為「公共工程品質優良獎」、「公共設施維護管理獎」、「個人貢獻獎」及「特別貢獻獎」，其中品質優良獎又分「土木工程」、「水利工程」、「建築工程」「設施工程」四類，並依得獎等第分為佳作至特優三級，今年特優獎項獎座材質特別選用台灣扁柏，象徵對臺灣自然資源的尊重與共生。另設置「個人貢獻獎」，甄選第一線現場工班職人，表彰專業職人精神。

行政院公共工程主任委員陳金德表示，每年全國在建公共工程約4萬餘件，但僅千分之三通過參選門檻，得獎率更只有千分之二，因此，能受推薦參選金質獎的工程已實屬不易，再藉由評審委員層層篩選而得獎者，難度更是不言可喻。
而金質獎報名件數從2021年的88件增加到2025年的116件，屢創新高，凸顯良性競爭機制，也是直接提升公共工程品質的重要原因。
