Rheinmetall Expands Bavarian Plant to Boost Gunpowder Production for Europe's Rearmament

The quiet surroundings belie the significance of what is being built there. As European governments dramatically increase defense spending following Russia's invasion of Ukraine, one of the biggest challenges has become producing enough ammunition. And one of the biggest constraints on that effort has been gunpowder.

The gunpowder choke point

Gunpowder prices have spiked as the war in Ukraine depleted stockpiles.

"Without gunpowder, it's impossible to protect our people because at the end of the day, you need gunpowder for ammunition," Rheinmetall CEO Armin Papperger told CNBC's Annette Weisbach at the Bavarian site on Wednesday. "Without gunpowder, no warhead will go out of the barrel."

Scarcity of gunpowder is seen as a choke point for ramping up production of ammunition for militaries, and a barrier for Europe to ensure defense sovereignty. However, Papperger told CNBC that shortages of nitrocellulose — also known as guncotton, a key ingredient in ammunition propellant — are no longer a problem for Rheinmetall after the company secured its own supply and built reserves.

Europe has relied heavily on China for cotton linters, the raw material traditionally used to produce military-grade nitrocellulose, but exports have slowed in recent years. Cotton linters, the short fibers left on cotton seeds after the longer fibers used to make textiles have been removed, can be treated chemically to make nitrocellulose. That is then used in ammunition propellants.

"At the moment, we have reserves for the next four years," Papperger said.

The Bavarian facility will also house a research and development center for advanced gunpowder, including high-energy smokeless propellants made with guncotton, which can pack more energy into the limited space inside a shell than traditional black powder, Papperger said. The company is working to qualify wood-derived cellulose as an alternative to cotton linters, he added.

Doubling gunpowder production

Rheinmetall's expansion of its Aschau am Inn site in Bavaria follows the buildout of its ammunition plant last year and comes as gunpowder prices have spiked after the war in Ukraine depleted stockpiles.

With it, Rheinmetall aims to more than double production of gunpowder by 2028 to 4,200 metric tons annually. It has also invested millions in gunpowder facilities in Spain and Switzerland.

The German defense contractor is one of the world's largest ammunition manufacturers and one of the few manufacturers to cover the entire value chain, from the gunpowder propellant to the bullet casing.

Gunpowder produced at the site will be used in weapons for the future, whether that be in drones, small or large caliber, or tank or artillery ammunition, Papperger said. "In every area where you need powder… here, we produce for all these products."

Rheinmetall has been one of the prime beneficiaries of Europe's rearmament drive, especially in ammunition, which has run low as much of its stockpiles have been used in Ukraine.

Defense stocks, and Rheinmetall in particular, have had a stellar few years, although gains have moderated in recent months as signs emerge that the future of warfare is where drones and cybersecurity are more important than multi-million-dollar heavy tanks.

Some now question whether more modern wars will be fought primarily with unmanned systems and AI-powered weapons, and how much that would eat into the orders of legacy defense contractors like Rheinmetall.

Rheinmetall shares have fallen 35% year-to-date.

Papperger doesn't seem too concerned. Militaries need everything from drones to artillery and tank ammunition, he said. "This combination is the point… The drone is an add-on in that area, so it will give us more business and not less."

Europe's sovereignty push

European governments have ramped up defense budgets to their highest levels since the Cold War as Russia is becoming perceived as a threat beyond Ukraine, and U.S. security guarantees waver. The continent's rearmament boom now seems constrained more by industrial capacity than by political will and budgets.

Papperger argues that the Aschau site will be an important contributor to the national sovereignty and credible defense capabilities of Germany and Europe.

And as the U.S. is rebuilding its own depleted stocks, Europe cannot rely on U.S. ammunition production either, he added. "The stocks in America... are on a level of maybe 20% to 30%, and they have to produce for themselves."

"For the next 10 years we have a lot to do, and we have a lot to produce here," he added, pointing to his own company's swelling order book, which he expects to grow to more than 100 billion euros by the end of the year.

So as workers continue building what Rheinmetall says will become one of Europe's biggest gunpowder factories, the site illustrates how Europe's rearmament is no longer just a question of defense budgets.

It is also a test of whether the continent can rebuild the industrial base needed to turn political commitments into military capability – starting with one of the smallest, least visible ingredients in modern warfare.
