王延煌指出，對有學習障礙的學生來說，因為障礙是從外表看不出來，很多人在第一時間都難以相信與理解，這讓黃定理的內心必須格外的強大，必須拿出無比力量來克服閱讀與學習障礙，靠著內控情緒穩定，讓自我的數理專長被看見與發揮，才能從國小資源班，一路走到高中資優班，走向璀璨的未來。
彰化縣今年共有7人獲得總統教育獎，縣長王惠美並加碼頒發每人1萬元獎學金。王惠美表示，獲獎學生都有出色的表現，突破先天條件的逆境，綻放青春最精采的亮光。
