他以中坦工业园为例具体阐释，该园区作为承接中非产能合作的国家级平台，具备完善的基础设施配套、优惠政策、全链条服务及当地政府支持，能有效帮助出海中企规避风险、少走弯路，快速融入当地市场、对接产能合作。“非洲国家虽正加速发展，但基础设施仍不完善，类似平台是中企出海不可或缺的支撑。”
今年正值中非人文交流年，在黄再胜看来，经贸合作的根基在于民心相通。他介绍，谈坦桑尼亚当地侨社常年举办华侨华人年会以及重要节庆庆祝活动等，旨在推动中华文化与当地文化交流沟通；联合建设集团还牵线搭桥，联动中坦高校开展非洲人才培养等合作。
