Hampshire Police Chief Apologizes for Handcuffing Dying Teen

Hampshire's Chief Constable Alexis Boon apologized to the family of Henry Nowak, an 18-year-old stabbed to death, after bodycam footage showed officers handcuffing him as he lay dying and repeatedly stated he had been stabbed. The killer, Vickrum Digwa, falsely accused Nowak of racial abuse. Boon stated he would not resign, and an IOPC investigation is ongoing.
