The UN Command (UNC) has agreed not to establish a new brigade combining border security and armistice enforcement operations after consultations with South Korea, following Seoul's expressed opposition to the plan.
A dispute has arisen between South Korea and the US regarding North Korea's activities near the demilitarised zone (DMZ). While Seoul views Pyongyang's fortification efforts as a violation of the armistice agreement, the UN Command (UNC) has stated they do not breach the accord, as they occurred on the northern side of the military demarcation line (MDL). Analysts also note broader disagreements between Seoul and Washington concerning the future role of US Forces Korea (USFK).
A former UN Command official, Michael Bosack, stated North Korea's intensified border fencing near the Military Demarcation Line is "construction and maintenance activities" and not a violation of the Korean War Armistice Agreement. While South Korea's military called it a "clear violation," the UNC adopted a cautious stance.
