白書では規制の影響を「一部取引に制限がかかるなど不透明性が増大している。輸出許可の判定が不明瞭なケースもみられる」と明記。記者会見した商会幹部は「残念ながら民生用途も含めて支障が出ていると言わざるを得ない」と指摘した。
このほか、日本人アーティストの公演の中止や、水産物や食品の輸入について支障が出ている事例も取り上げられた。
白書では「国家間の政治・外交的な問題が企業活動や文化活動に波及しないことを期待する」として▽行政の予見性・透明性向上と円滑化▽公平な競争▽対外開放――の3点を建議として集約した。中国の中央政府や地方政府に対して改善を求めていく方針だ。【北京・松倉佑輔】
