8th Pay Commission: Pensioner and Employee Bodies Advocate for Pension Revisions and Terms of Reference Changes

8th Pay Commission latest news: Pensioner and employee bodies are advocating for the revision of pensions for those who retired before 2026 under the 8th Pay Commission. They are also pressing to eliminate the 'unfunded cost' provision from the commission's guidelines. Both the Bharat Pensioners’ Samaj and AIDEF, representing millions of central government retirees, are calling for immediate government intervention to ensure fair and equitable pension benefits for all.

Revisions to pensions and family pensions of central government employees who retired before January 1, 2026, along with the removal of the clause ‘unfunded cost of non-contributory pension schemes’ from the 8th Pay Commission Terms of Reference (ToR) are the two key demands of the Bharat Pensioners’ Samaj (BPS) and the All India Defence Employees’ Federation (AIDEF) from the government.

The BPS, which represents approximately 10 lakh central government pensioners, and the AIDEF, the biggest defence civilian employees’ body, are worried that despite giving verbal assurance to take care of the pension rights of the 69 lakh central government pensioners, the government didn’t mention pension and family pension revision for employees retired before January 1, 2026, in the 8th CPC ToR. Both bodies want the government to amend the ToR and include these clauses.

Here, we will outline the key demands of the BPS and the AIDES from the government.

What AIDEF wants from central government related to pension revision

In a letter dated August 4, 2026, to the Cabinet Secretary and Chairman, National Council - Joint Consultative Machinery, AIDEF general secretary C Srikumar writes that the government hasn’t issued any amendment in ToR related to the 69 lakh central government pensioners and family pensioners.

The AIDEF writes that in the 8th Pay Commission ToR, there is no specific provision regarding the revision of pensions of the past pensioners who retired before January 1, 2026; parity between past and future pensioners; revision of family pensions and the review of other retirement benefits.

The AIDEF further states that the existing ToR does not clearly provide for the revision of pensions for pensioners and family pensioners, including those covered under the Old Pension Scheme (OPS), the National Pension System (NPS) and the Unified Pension Scheme (UPS).

The AIDEF wants the central government to include in the 8th CPC ToR a clause regarding the revision of pension and pensionary benefits under all pension schemes and the amendment of the expression ‘unfunded cost’. The exact clause that the AIDEF has suggested is-

"To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pensions, family pensions, parity between past and future pensioners, and pensionary benefits of employees retiring before or after January 1, 2026, under the applicable pension schemes."

What is the ‘unfunded cost’ clause in 8th CPC ToR?

When the government notified the 8th Pay Commission’s ToR in November 2025, it stated that the commission would make its recommendations based on the unfunded cost of non-contributory pension schemes.

The AIDEF argues that for central government pensioners covered under the Old Pension Scheme, pension represents the government's continuing obligation arising out of past service.

The defence employee body says that pension cannot merely be viewed as an unfunded liability and such terminology is inconsistent with the constitutional principles laid down by the Supreme Court and with the obligations of a welfare state.

What the Bharat Pensioner Samaj (BPS) wants from central government on pension revision

In a letter dated August 13, 2026, to Prime Minister Narendra Modi, BPS has written that the government should explicitly include the clause of the revision of pension and family pension in the 8th CPC ToR.

The BPS also writes that the expression ‘the unfunded cost of non-contributory pension schemes’ appearing in the ToR has caused serious apprehension among pensioners.

The BPS argues that pensioners should not be viewed merely as an unfunded fiscal burden or liability, without recognising their essential role in ensuring dignity, financial security and social protection during old age.

Key demands of Bharat Pensioners’ Samaj from central government

In its key demands from the Prime Minister, the BPS wants these key inclusions in the 8th CPC ToR.

1. Amend the 8th CPC ToR by specifically incorporating the following provision:

“To examine and recommend revision of pension and family pension, including complete pension parity and equitable revision for all existing pensioners and family pensioners.”

2. Delete or suitably modify the expression ‘the unfunded cost of non-contributory pension schemes,’ so that pensionary benefits earned through public service are not treated merely as an unfunded financial burden.

3. Formally confirm January 1, 2026, as the effective date for the implementation of the Commission’s recommendations relating to pay, allowances, pension and family pension.

4. Pending formal amendment of the Terms of Reference, issue an appropriate resolution, office memorandum or authoritative clarification on confirming that-

a) The revision of pension and family pension is fully covered within the mandate of the 8th Pay Commission

b) Every existing pensioner and family pensioner, including those who retired before January 1, 2026, will be included without exception;

c) The Commission will examine pension parity, pension-related anomalies, retirement benefits and suitable modalities for the revision of pension and family pension; and

d) The recommendations concerning pensioners and family pensioners will be implemented simultaneously with those applicable to serving employees.

5. Ensure the simultaneous extension of the commission’s recommendations to the serving employees, pensioners and family pensioners of Central Government Autonomous and Statutory Bodies.
