Florida Woman Arrested After 92 Animals Found in Appalling Hoarding Conditions

A 77-year-old Florida woman has been arrested after authorities discovered 80 cats and 12 dogs living in appalling conditions inside her home in Stuart, Martin County. Investigators said the property had no working air conditioning, temperatures exceeding 110°F (43°C), and up to a foot of animal faeces covering parts of the floor. The overwhelming stench and hazardous environment were so severe that a hazmat team had to ventilate the house before rescue crews could enter. Deputies described the case as one of the worst examples of animal hoarding they had ever encountered, while the rescued animals were taken for urgent medical care and assessment at a local shelter.

The Martin County Sheriff's Office executed a search warrant after receiving complaints about the property. Officers found 92 animals living in extremely unsanitary conditions, with little ventilation and piles of waste throughout the house. Investigators said the smell was noticeable even before entering the property, while trash and clutter made access difficult. Because of the dangerous air quality, Martin County Fire Rescue's Hazmat Team was called in to ventilate the building before animal control officers could safely begin the rescue.

Authorities rescued 80 cats and 12 dogs from the home. Officials said many of the animals appeared dehydrated, stressed and in need of immediate veterinary attention. Several dogs were suffering from severe dental disease, while some cats had been confined in cages. Despite the horrific conditions, investigators said they did not find any dead animals inside the house. All rescued animals were transferred to the Humane Society of the Treasure Coast, where they are receiving medical examinations, treatment and rehabilitation.

According to Sheriff John Budensiek, the investigation began after authorities received reports suggesting that a US Postal Service mail carrier may have been collecting cats along her delivery route. Detectives initially looked into whether household pets were being stolen, but investigators now believe many of the cats were likely feral animals that had been picked up over time. Authorities are continuing to investigate whether any of the rescued cats belonged to local residents who had reported missing pets.

Sheriff Budensiek described the incident as the worst animal hoarding case he has witnessed in Martin County. He said authorities had dealt with complaints involving the woman roughly a decade ago, when she received dozens of civil citations related to animal confinement and property conditions. Officials previously worked with code enforcement to improve the property, but investigators believe the situation gradually deteriorated again over the years.

The dangerous conditions inside the home meant emergency responders could not immediately enter the property. With no functioning air conditioning, high indoor temperatures and heavy ammonia from accumulated animal waste, firefighters wearing protective equipment first ventilated the house. Only after the air quality improved were animal control officers able to remove the cats and dogs safely. Authorities said the rescue operation required coordination between the sheriff's office, fire rescue personnel and animal welfare organisations.

The woman, identified as 77-year-old Gail Giustino, was arrested on two misdemeanour animal cruelty-related charges. Sheriff Budensiek said investigators could have pursued significantly more charges because each animal could potentially represent separate offences. However, authorities chose to proceed with two counts while focusing on ensuring the animals received care and exploring appropriate mental health intervention through the court process.

Investigators discovered that several rescued animals were microchipped, raising hopes for families whose pets had gone missing. Authorities said at least five animals had already been reunited with their owners, while additional identification efforts continue. Residents who believe one of the rescued animals belongs to them have been asked to file a missing pet report with the Martin County Sheriff's Office before contacting the Humane Society of the Treasure Coast.

Animal welfare experts say hoarding cases often begin with good intentions but quickly become unmanageable as the number of animals increases beyond a person's ability to provide proper care. Poor sanitation, inadequate food and water, lack of veterinary treatment and overcrowding can expose both animals and people to significant health risks. Authorities say the Florida case serves as a reminder of the importance of reporting suspected animal neglect early, allowing intervention before conditions become life-threatening for pets and residents alike.
