该案件源于今年5月一起涉及两岸航线船员人身损害的纠纷。因损害原因不明，船员与船东协商未果，厦门海事局接报后将案件移交福建省涉台海事纠纷解决中心处理。该中心组建专业调解团队，通过背靠背调解、面对面沟通，梳理争议焦点，拟定解纷方案，经过三轮调解，促使双方初步达成和解意向。
后续，为深化两岸“调解—仲裁—诉讼”多元融合治理创新实践，该中心携手多家相关机构，率先探索涉台海事纠纷调解转两岸仲裁模式。
6月11日，纠纷双方一致同意根据《海丝海事争议特别仲裁规则》提交特别仲裁，约定仲裁地为厦门，适用中华人民共和国法律，选定来自厦门海事局、厦门仲裁委员会、台湾中华仲裁协会的两岸公益海事仲裁员共同组成特别仲裁庭。两岸仲裁机构协同提供程序服务，联合作出仲裁裁决。
据悉，作为大陆首个涉台海事纠纷解决中心，福建省涉台海事纠纷解决中心已汇聚近40家解纷力量，聘有含台胞在内的兼职调解员60人，近年来累计成功处置包括船员劳务、船舶碰撞、船员人身损害赔偿等涉台海事咨询及纠纷共计80件，涉案金额超4500万元人民币。(完)
