The Sea Eagles have won seven of nine matches since Foran took charge and sit fifth on the ladder.
"We've been impressed with everything Kieran has done since taking on the interim role and are delighted to appoint him for the next three years," Sea Eagles chair Scott Penn said in a club statement.
"The belief and passion he has instilled in the playing group has more than delivered on our expectations.
"Kieran's deep connection to the club, extensive playing experience, and leadership qualities make him an outstanding choice to guide the Sea Eagles into the next chapter. "
Foran won a premiership as a player with the Sea Eagles in 2011.
He played almost 200 NRL matches for the club across two stints.
The New Zealand international made his NRL debut for the Sea Eagles in 2009 and also appeared for Parramatta, Warriors, Canterbury and Gold Coast.
"I'm truly honoured to be the head coach of a club that means so much to me, a club that has played a significant part in not just my footy career but my entire life," Foran said.
"I care deeply about this club, and I want what's best for everyone involved in it. I will do everything within my power to make sure it's a success.
"It's been wonderful working with this group of players over the past few months and helping them to build belief is something I have really enjoyed."
Watson signs with Chiefs
The PNG Chiefs have made another playing signing, with Connor Watson agreeing to join the club on a two-year deal.
Watson, who is contracted to the Sydney Roosters, signed on for the 2028 and 2029 seasons.
Before joining the Chiefs, Watson will play the 2027 season with St George Illawarra.
The Dragons confirmed Watson had signed a one-year deal on Wednesday.
The utility played five State of Origin matches for NSW in 2024 and 2025.
He joins Jarome Luai and Alex Johnston on the Chiefs' books for their inaugural season.
"Connor has made it clear from the outset that he wanted to be part of the PNG Chiefs and this incredible journey we are building," Chiefs general manager of football Michael Chammas said.
"Connor is the type of player every club wants. He is selfless, tough, professional and incredibly respected across the game."
