Lakrook said Shah's visit offered a chance to convene a meeting of high-powered committee, adding May 22 talks announced by Centre were only at sub-committee level and key decisions will not be taken there. LAB and KDA have submitted a draft proposal to home ministry outlining their demands. "Now it is govt's turn to present its offer," Lakrook said. Wangchuk said holding talks during Shah's visit could help rebuild trust. "A two-hour meeting can be easily arranged during home minister's visit," he said, adding failure to engage would send a negative message. Dialogue between Ladakhi groups and Centre has continued since 2023 under a high-powered committee led by home ministry.
