Surrey Police said the 31-year-old suspect was treated for a serious injury after being detained at an address on Pyrcroft Road, Chertsey, at about 17:40 BST on Thursday.
A three-year-old girl was found dead inside the property, police said.
The force said detectives were not looking for anyone else in connection with the girl's death.
An investigation, led by Surrey Police's Major Crime Team, has been launched to establish the circumstances.
The force said it believes the incident "took place within a family setting".
In a statement the senior investigating officer said: "This is a tragic incident, and our officers are working hard to build a picture of what happened.
"We have made an arrest in connection with this incident and at this stage, we are not looking to identify anyone else in connection with our investigation. We have no reason to believe there is any risk to the public."
They added there would be a significant police presence in the street over the next few days.
