Persimmon Lifts Outlook Amid UK Housing Market Challenges and Geopolitical Pressures

Persimmon, a UK housebuilder, has lifted its full-year outlook citing readiness to benefit from Prime Minister Andy Burnham’s housing policy agenda, despite growing costs linked to the Iran war. The company plans to complete 12,500 new homes by year-end, at the upper reach of its previous guidance.

Persimmon reported a 15% rise in pre-tax profits to £168m for the first six months, with a 13% increase in homes built, amid challenging market conditions and consumer affordability struggles. The company expects additional inflationary pressure in 2027 due to the Middle East conflict but believes its cost-efficiency and expanding land pipeline will help respond to market demands.

Optimism in the UK construction sector rose in July, with slower rates of output decline across housebuilding, commercial construction, and civil engineering, supported by hopes of a domestic economic rebound and improved customer demand.

Andy Burnham’s government has prioritized the housing crisis, promising the largest council housebuilding program since the post-war period. However, economists note challenges including geopolitical uncertainty, economic conditions, and high borrowing costs. Industry experts also highlight structural barriers such as delayed regulatory approvals and skills shortages.

Carly Thorpe of Walker Morris noted cautious optimism due to slower contraction rates and government reforms but emphasized the need for faster approvals, more skilled workers, and improved affordability to meet housing demand.
