The Australian Federal Police said its Australian Centre to Counter Child Exploitation received information in 2024 about an Australian resident who was allegedly in contact with a person known to facilitate child abuse in the Philippines.

The AFP said officers searched an Innisfail home in January 2025 and allegedly found seven devices and information suggesting a man had allegedly paid to watch a child being sexually abused on video.

A subsequent forensic examination of the devices allegedly revealed more than 8,000 video and image files containing child abuse material.

Christopher David Louis, 38, has been charged with 34 offences, including six counts of persistent abuse of a child outside Australia, five counts of causing a child to engage in sexual activity, and one count of making child exploitation material.

The AFP said it would allege he took part in more than 40 live sex shows involving four female victims located in the Philippines.

The AFP said it was working with international partners to identify and locate the victims with a view to remove them from further harm.

Mr Louis was released on a bail undertaking on Monday, when his case in the Innisfail Magistrates Court was adjourned until July 6.

He was first arrested in January 2025, when he was initially charged with a single count of possessing or controlling child abuse material obtained or accessed using a carriage service.

Persistent sexual abuse of a child outside Australia carries a maximum penalty of 25 years' imprisonment, increasing to 30 years when a person is convicted on two counts.

Detective Superintendent Adrian Telfer said the AFP was working closely with police around the world to combat child exploitation and abuse.

"Our common goal is to protect children, wherever they live, and to ensure anyone who tries to harm them is identified and brought before the courts," Superintendent Telfer said.
