Stanley Richards, Formerly Incarcerated, Now Leads Rikers Island Jail Complex

Stanley Richards, who spent two years incarcerated at Rikers Island, has been appointed as New York City's new Department of Correction commissioner.

Mayor Zohran Mamdani selected Richards in January, making him the first formerly incarcerated person to lead the city's jails. His office is located across from his former cell block at the notorious jail complex.

Richards visited his old cell, a 10-by-7-foot space, and reflected on his past. "It doesn’t give me bad feelings, you know," he stated. "I offended my community and committed a crime, and I paid my price for it. The truth of my story is a story of redemption."

His appointment comes at a critical time for the city's jail system. In January, a federal judge appointed Rikers' first "remediation manager" to help restore order amid persistent violence and concerns about inmate health care. Last year, 15 individuals died in Department of Correction custody, primarily from medical issues, according to the Vera Institute of Justice.

A city law from 2019 mandates the closure of Rikers Island by 2027, with inmates to be moved to four smaller jails across the city. Richards, who began his role in February, believes his background as an inmate, advocate, and leader uniquely prepares him for these challenges.

Richards grew up in a troubled Bronx housing project, became involved in gangs, and engaged in criminal activities, leading to multiple incarcerations. His longest sentence was for robbery in the late 1980s. After his release in 1991, he joined the Fortune Society, a nonprofit aiding re-entry, and rose to CEO over three decades. He also held leadership positions in the Department of Correction under former Mayor Bill de Blasio.

Ben Heller, a program manager at the Vera Institute, described Richards' appointment as "hugely powerful," emphasizing that dignity and safety should go hand in hand. He noted that Richards understands "we cannot incarcerate our way to safety."

Richards plans to collaborate with the new federal overseer, Nicholas Deml. This approach differs from the previous administration under Mayor Eric Adams, who had opposed federal intervention.

"Our goals are not different," Richards said. "We all want safe jails. We don’t want our officers attacked. We don’t want people in our care attacked."

While steps are being taken toward closing Rikers, the process is behind schedule, and Mayor Mamdani has admitted the 2027 deadline is "practically impossible to fulfill."

Earlier this month, the department opened a jail unit at Bellevue Hospital in Manhattan to house over 100 individuals with acute medical conditions and serious mental illness, allowing for the closure of a 1930s Rikers building in June.

Richards also highlighted efforts to work with court officials and prosecutors to expedite case processing and ensure eligible individuals are managed in the community through diversion programs, aiming to decrease the jail population.

Former Mayor Adams had opposed closing Rikers, favoring rehabilitation, and dismissed plans for smaller jails as "flawed."

Rikers currently holds the majority of the city's approximately 6,700 jail inmates, an increase from 3,900 in 2020 but significantly less than the 20,000 in the early 1990s.

Nicholas Deml, the federal remediation manager, and a spokesperson for Eric Adams did not respond to requests for comment.

To address violence, Richards plans to fill approximately 1,300 staff vacancies, which have contributed to long hours, unsafe conditions, and increased overtime costs. The department employs over 7,400 people, including more than 5,700 uniformed officers.

Benny Boscio, president of the correctional officers' union, has expressed hope that Richards will prioritize safety and security over "political ideology."

Richards is also committed to launching new jailhouse programs and adhering to a city law restricting solitary confinement, a reform that Adams had opposed.

"This has been a system that society has said, ‘Out of sight, out of mind.’ Has not paid attention to, has demonized, has blamed, has ostracized," Richards stated. "And for me, those days are over. For me, we are gonna walk in the light. We’re gonna lift this place up. We’re going to lift the people who work here. We’re to lift people who are sent to us for care."
