US Trade Representative Jamieson Greer stated that the Trump administration determined Brazil engaged in unfair trade practices, ranging from digital trade to illegal deforestation, and proposed a new round of punitive tariffs of 25% on various US-bound Brazilian goods.

According to Reuters, the Office of the US Trade Representative (USTR) announced yesterday that this new measure, proposed under Section 301, covers areas such as electronic payment services, preferential tariffs, intellectual property protection, and ethanol market access.

The USTR will solicit public comments on this new tariff plan, with the final comment deadline set for July 15. Beef, coffee, rare earths and other metals, energy, and aircraft components are excluded from these proposed tariffs.

The USTR stated that after launching an investigation into Brazil's unfair trade practices under Section 301 of the Trade Act of 1974 last year, it found some of Brazil's practices to be "unreasonable and burdensome or restrictive to US commerce," thus proposing punitive tariffs on Brazilian goods exported to the US.

Brazilian President Luiz Inacio Lula da Silva responded today to this proposed new measure, accusing US Secretary of State Marco Rubio of fighting against Latin America.

In an interview with financial media CNBC, Greer said that due to the broad scope of exemptions, this measure targeting Brazil is "quite nuanced." He added that the USTR expects to release more investigation results on unfair trade practices under Section 301 in the coming weeks, and that substantial tariffs are necessary to correct the US's "huge" trade deficit.

The Brazilian Ministry of Foreign Affairs did not immediately respond to Reuters' request for comment. Two informed Brazilian officials revealed that the US's reasons for imposing new tariffs on Brazil ignore many arguments Brazil has presented in recent months, indicating that the policy's motivation is more political than technical.
