Cleveland police admitted failing to arrest Harrison Simpson for breaching a non-molestation order 18 months before he sexually assaulted and murdered two-year-old Isabelle Welsh. Simpson and Isabelle's mother, Alexandra Walker, were convicted of murder and child cruelty, receiving life sentences.
Two men have died after entering the sea at Seaton Carew beach in Hartlepool to help two children who were in difficulty.
