運送会社は「ハルキエクスプレス」で、警視庁は代表取締役の西村光一容疑者（56）ら2人も同法違反（贈賄）容疑で逮捕した。
委託する業者は入札で決めることになっていたが、米田容疑者は入札を募る段階で、参加業者の見積額を大きく下回る予定価格を設定。あえて落札業者が出ずに入札不調になるようにしていたとみられる。
こうした場合、日本郵便には予定価格に近い業者と随意契約する規定がある。これに沿ってハルキ社との契約が交わされ、契約額は予定価格の倍近くに増やされていたという。
