The SAS (Self-Assessment System) ID is a unique identification number for Bengaluru properties used by the BBMP to track property tax payments. IAS M Maheshwar Rao, Chief Commissioner, Greater Bengaluru Area, in a post on X said that as per the directions of D K Shivakumar, Deputy Chief Minister of Karnataka and Bengaluru In-charge Minister, the five Bengaluru city corporations have enabled online e-Khata download option using SAS Property Tax ID for the benefit of citizens.

Rao said on X: "Whole exercise has been done to make available about 13 lakh e-Khatas immediately to citizens and remove all red tape and delays."

Rao urged Bengaluru residents to not speak with any Bengaluru city corporation staff or officers and also to not use any middlemen and directly use the online system.

Rao says these e-Khatas are issued on an "As-Is-Where-Is" basis based on existing records. To make e-Khata fully complete and to do transaction in sub-registrar office, citizens will need to update the following details online:

How does failure to get a Khata impact homebuyers?

Advocate Sneha Bhogle, practicing in the Telangana High Court, says that if a homebuyer does not get the Khata, it can cause issues such as difficulty in resale or loan top-ups, problems obtaining BBMP permissions or plan sanctions, delays in tax assessment in the buyer's name, and inheritance and mutation complications.

Rahul Hingmire, Managing Partner, Vis Legis Law Practice, says that housing societies can also face trouble opening BBMP tax accounts. In effect, the property remains legally owned but commercially unusable. Without a Khata/e-Khata entry record, homeowners can't pay property tax, but since the tax itself becomes due for payment, legal action can be taken by the municipality to recover outstanding property tax. However, ownership records remain unaffected due to Khata/e-Khata as that is governed by sale deed and other legal documents.

Is it true that without a Khata, legal ownership by homebuyers remains incomplete?

B. Shravanth Shanker, Advocate-on-Record, Supreme Court of India, says that without a Khata, a homebuyer's legal ownership is not incomplete. Under settled Indian property law, title flows only from a duly registered sale deed supported by a clear chain of title, not from municipal revenue records.

According to Shanker, courts have consistently held that Khata entries are maintained for fiscal and administrative purposes and neither create nor extinguish ownership rights.

Shanker says that though ownership is not under challenge, a missing Khata substantially impairs the effective enjoyment of ownership by restricting payment of property tax, access to utilities, building permissions, institutional finance, and marketability. The remedy lies in applying for Khata registration or transfer on the strength of valid title documents. Where such application is wrongly denied, the buyer's recourse is a civil court declaration of title with a consequential direction to the municipal authority to record the Khata.
