屏東縣小琉球近年已陸續將島內的污水處理系統建置完成，反觀台東的綠島與蘭嶼兩大離島，污水處理進度至今仍顯得相當緩慢，縣議員簡維國直言，綠島與蘭嶼的海底觀光資源正逐年減少，若縣府無法有效協助離島做好污水處理，將導致珊瑚礁及魚類生態遭受逐漸破壞的危機，嚴重衝擊當地賴以生存的觀光生計。
縣府建設處長蔡勝雄坦言，離島污水處理確實因過往統籌分配稅款機制、中央補助流程以及多方意見不一而拉長時程。目前縣府針對綠島與蘭嶼兩地區，已規劃出不同的擬施作方式。在綠島部分，縣府早在三、四年前便著手規劃，並於綠島機場跑道尾端覓得一處公墓國有地作為建設用地，都市計畫變更亦在通盤檢討執行中。綠島採取的主要施作模式為「家戶接管」，規劃將公館、南寮、中寮等核心商業與民宿林立區域的污水合流，直接收集輸送至大型污水處理廠處理，另外在溫泉部落則規劃設置套裝式的處理槽。
至於蘭嶼的施作方式，目前則獲得中央核撥6千萬元預算進行階段性試辦。主要施作重點分為兩大方向，第一是在蘭嶼高中設置一套污水處理系統，優先收集並處置周邊的生活廢水；第二則是透過經費補助，輔導島上尚未裝設化糞池的住戶進行改善。蔡勝雄表示，由於蘭嶼土地產權與使用狀況較為複雜，目前採取每戶最高補助15萬元的方式，積極輔導在地居民申請裝設化糞池等污水處理設施，並編列委託案進行後續推動。
