Leitzig has been a long-term target for United and BBC Sport first reported in 2023 that they had made contact with the German goalkeeper while on loan at Leicester.
She will wear the number 25 shirt at Manchester United.
Later on Friday, Chelsea confirmed the signing of England youth international Nelly Las from Leicester City on a four-year deal.
The 18-year-old, who can play as a winger or a full-back, spent the second half of last season on loan at Ipswich Town.
Chelsea paid an undisclosed release clause fee for Las, who joined Leicester in 2024 and has made 23 appearances in all competitions for the club.
Las, who is bilingual in English and Slovak, came through Leicester's academy and has represented England U17s, U19s and U20s.
"It feels absolutely amazing. It's something you dream of when you start football, to sign for a team like Chelsea and to reach a level like this," said Las.
"I have been watching this team achieve success growing up, and to be here and signing for this club now, I have no words."
