Meghalaya Launches Homestay Subsidy Scheme for National Games 2027

Can a state build enough beds for a national sporting event and still leave behind something for its own people once the crowds leave? Meghalaya's government seems to be betting yes. In February this year, chief minister Conrad K. Sangma announced a scheme offering 70 per cent subsidy support for homestays across the state, timed to meet accommodation demand ahead of the National Games 2027. The announcement came at the Land Handover ceremony for the proposed five-star Holiday Inn Resort at Hotel Polo Orchid in Tura, an event organised by the department of tourism. Here's a breakdown of what the scheme involves and how it fits into Meghalaya's larger tourism ambitions.

Idea behind the scheme The plan, floated as part of what the government has called the CM's Meghalaya Homestay Mission Scheme, asks residents to build or upgrade homestays that double up as sports hostels during the National Games. Once the Games conclude, owners keep the properties and run them as regular homestays. Sangma framed it as a two-birds-one-stone move: it solves a temporary accommodation crunch while seeding long-term, community-owned tourism businesses. "This innovative approach will not only address accommodation challenges but also create entrepreneurship and livelihoods for our people," he said, adding that the state needs both five-star hotels and grassroots homestays to serve different kinds of travellers.

What's the offer The subsidy structure is built to lower the upfront burden on homeowners: Support of up to 70 percent of a homestay's project cost, rising to 80 percent (capped at Rs. 8 lakh) for applicants with disabilities. A per-room grant of Rs. 50,000, up to Rs. 2 lakh, specifically for owners upgrading homestays they already run. Loans through partner banks, including the Meghalaya Rural Bank, come without collateral requirements and carry a one-year moratorium, with the subsidy portion paid out as EMI relief spread over two years. Architectural and design assistance from firms empanelled by the tourism department, at no cost to the applicant. Training in areas like housekeeping, cooking and hospitality marketing, run jointly with the Meghalaya State Skill Development Society, IHM Shillong and FCI Tura, plus exposure trips for standout performers. Who can apply The scheme splits applicants into two tracks: Someone building a fresh homestay needs to show they either own the land outright or hold a lease running at least 7 years, and must pick a layout from one of 33 pre-approved designs the tourism department has drawn up. Someone looking to upgrade a property already in operation has a different bar to clear: they need at least six months of running history and a guest register recording a minimum of 50 bed-nights.

How to apply The process is entirely online. First-time applicants register for a Member ID by visiting the scheme portal, choosing an identity document , either a ration card or voter ID , and verifying their details by clicking on “validate” and then “next” to move to the application form. Once registered, applicants sign in using their mobile number, ration card, voter ID or Member ID, navigate to the "apply for services/scheme" section, fill out the application form, attach the required paperwork and submit it for review. From there, the file moves through a multi-stage check: the district tourism officer and the concerned bank verify eligibility and documents first, followed by a review from the state level screening committee. New homestay proposals get a physical site visit to confirm the location works, while upgrade requests are checked on the ground and cross-verified against M-TIME portal records. Final sign-off rests with a sanctioning committee led by the commissioner and Secretary of the Tourism Department, after which approved applicants get their sanction letter.

Paperwork you'll need Applicants building a new homestay must submit standard identity proof, an educational qualification certificate, land ownership or lease documents, a no-objection certificate from local authorities, and site photos or sketches, along with a disability certificate for those applying under the PwD category. Those upgrading an existing property need to show identity and land documents too, but swap the education certificate and site sketches for proof that their homestay is active on the M-TIME portal, a cost estimate with vendor quotes for the planned upgrade work, and a no-objection certificate for their current operations where one exists. The homestay push doesn't stand alone , it's one piece of a wider infrastructure sprint Sangma laid out at the same event. That list includes a runway expansion at Shillong airport, a Rs. 50-crore state-funded revival of Tura Airport aimed at bringing UDAN flights back, new heliports, an IT park, a medical college, an expanded secretariat and a round of urban beautification work.
