交渉で特に気になったのは、北朝鮮の核開発が（草案から）落とされたことだ。NPT加盟国でありながら核兵器を開発し、NPTを「脱退」した北朝鮮を、ロシアが言うように不問にする行為は危険な前例になりかねない。国際原子力機関（IAEA）の査察に広範な権限を認める追加議定書の扱いを巡っても表現が後退していた。
今回の決裂でNPTが直ちに「空洞化する」とは思わない。短期的に一喜一憂するのではなく、核保有国と非核保有国が議論をする場、各国の行動規範を提供する機能を維持する取り組みが重要だ。
今回、議長が決裂の原因となった国を明言しなかったことも評価したい。2022年に会議を決裂させたロシアは、今回の会議で強硬なまでに防御にまわった。議長の判断は決定的な分断を避けるものであったと評価されよう。
NPTは今後、3回の準備委員会を経て5年後にまた再検討会議が開かれる。この5年間を有効に使い、NPTの信頼性を高めることはできるはずだ。
