她指出，五常里老屋只是個案，全市60年以上建物有1萬2363棟，有多少棟是卡在合法認定而無法都更？市府應立即啟動簡化房屋認定，1個月內協助申請戶辦理，並以同樣辦理方式認定，以利民眾推行都更，否則防災型都更美意將難以落實。
簡瑟芳回應，簡化認定一直在精進，針對房子明明已經存在，有使照但沒建照，將從機制面解決，更新處跟建管處會一起討論。
建管處長虞積學補充，議員所指一案應是早期執照登錄誤植位置；部分都更個案有可能透過獨立申請或併同更新案認定為合法房屋，可簡化本應要申請使照的合法建物，而不用申請執照，如檢附航測圖、地形圖、稅籍資料等必要證明文件。另，針對合法房屋認定的申請，會再研議簡化作業。
