澎湖以漁業立縣，加上近年來澎湖海洋觀光與休閒活動持續成長，娛樂漁船、海釣船、遊艇及各式小型休閒船艇逐年增多，但許多漁港仍採傳統固定式碼頭設計，受到潮汐高低差影響，如果船艇本身沒停靠在樓梯旁，民眾上下起落船艇相當不便及危險，常需攀爬碼頭邊的防碰撞輪胎或自製梯做為船艇起落方式，使得長輩、幼童或行動不便之人更存在安全風險更別論是大潮汐的高低落差讓人更上下船不易。
無黨澎湖縣長參選人許智富，提出推動漁港浮動碼頭建設、打造安全便利的海洋休閒環境政策，將全面盤點澎湖各漁港實際需求，在不影響既有漁業使用原則下，在各船艇需求較高的港區，分階段試辦設置浮動碼頭，並依《漁港法》及相關港區規劃程序，向中央爭取經費與核定辦理。
由於浮動碼頭可隨潮汐升降，有效降低上下船高低差，提升停泊穩定性與民眾安全，也能改善港區動線與停泊秩序。未來將定期巡檢與維護制度，避免一次性建設後缺乏管理，打造安全便利的海洋休閒環境政策淪為空談。
許智富認為，澎湖的港口不能只停留在過去傳統漁業思維，而應朝向「漁業、觀光、休閒、安全」共存發展。讓漁港不只是停船的地方，更成為安全、友善、現代化的海洋門面。安全是唯一回家的路，不管漁民或遊客，都需要縣府公權力建設舒適的安全之路。
