署によると、吹谷容疑者は1月20日午後4時20分ごろ、当時、勤務していた札幌市東区の民間施設で、利用者の10代女性にわいせつな行為をした上、スマートフォンで撮影した疑いがある。2月にも同じ女性にわいせつな行為をしたとして、5月に不同意わいせつ容疑で逮捕されていた。
道などによると、吹谷容疑者は、今春、道職員に採用された。道には、事前にわいせつ行為の疑いなどの情報が寄せられていたが、調査や共有がされておらず、児童相談所に配属された。
