通知指出，按照生产成本加合理收益的原则，综合考虑棉花产业发展需要、市场供需、财政承受能力等因素，2026—2028年新疆棉花目标价格为每吨18600元。如遇棉花市场形势发生重大变化，报请国务院同意后及时调整。
通知指出，棉花目标价格政策自2014年在新疆实施以来，有效保障了棉农收益、稳定了棉花生产，对支撑国内棉花供应安全、助力边疆地区安定发挥了重要作用。经国务院同意，2026—2028年在新疆继续实施棉花目标价格政策。
通知明确，统筹考虑近年来新疆棉花生产情况，以及当地水资源、耕地资源状况，对新疆棉花以固定产量510万吨进行补贴。
通知部署完善具体实施措施。具体来看，一是着力保持棉花合理种植规模，优化生产布局，引导非优势区域逐步退出种植，优势区域结合地下水超采情况有序调减。
二是优化补贴资金使用方式，完善优质棉补贴机制，确保补贴资金发放到棉农手中。
三是继续落实好企业开具初级农产品收购发票政策，完善补贴领取机制，满足棉农直接销售皮棉需要。
四是探索完善优质棉质量认定标准，积极引导棉农和加工企业进一步提升质量意识。
