Elle devait annoncer, mercredi 3 juin, qu’à certaines conditions, les Etats membres pourraient utiliser jusqu’à 0,3 % de leur produit intérieur brut (PIB) par an pour aider les entreprises et les ménages à faire face à la flambée des prix de l’énergie. Et ce, sans être assujettis à toutes les contraintes du pacte de stabilité et de croissance, en vertu duquel le déficit et la dette publics doivent rester respectivement inférieurs 3 % et 60 % du PIB.

Après l’invasion de l’Ukraine par la Russie, les Européens ont décidé qu’entre 2025 et 2028 leur réarmement bénéficierait d’un traitement budgétaire de faveur, dans la limite de 1,5 point de PIB par an.

Le 17 mai, Giorgia Meloni, la présidente du conseil italien, écrivait une lettre à Ursula von der Leyen, lui demandant qu’il en soit de même pour les mesures de soutien aux citoyens et aux entreprises en ces temps de crise énergétique.
