逮捕容疑は２０２１年８月～２２年９月、フライ社が派遣会社に支払う店舗スタッフの派遣手数料を計約３９１１万円分水増しし、フライ社に損害を与えた疑い。
同課によると、浅浦容疑者は運営部門のトップで、水増し行為の発覚を免れるため、経理担当者に帳簿の改ざんを指示していたという。両容疑者は２０年来の知人で、水増し分は２人で折半していた。
中西容疑者はフライ社に労働者を派遣する複数の会社で代表を務めるなどしており、同課は、両容疑者が水増し行為を繰り返した可能性もあるとみて調べる。
フライ社によると、２３年に始めた社内監査で不正が発覚し、浅浦容疑者は同年５月に役員を辞任した。同社は逮捕を受け「取引管理体制の強化などに取り組み、より信頼できる会社へ発展するよう努める」などとするコメントを出した。
