据介绍，三大世遗联动计划实行三年一轮、依次轮值模式：2026年由“运河”主导，以“活态共生”搭建品牌框架；2027年由“良渚”牵头，围绕“文明互鉴”深耕学术研究与跨域交流；2028年由“西湖”接力，聚焦“家园共享”推进文旅惠民。
未来三年，三地将通过活动共办、遗产共保、宣传共推、学术共研，全力实现“1+1+1＞3”的聚合效应。

近年来，杭州通过建立世界遗产联盟强化机制联动，完善文物保护法规管控、落地重点文物修缮工程、建成系列数字监测平台，多项潜在项目纳入申遗储备，进一步聚力世界遗产群落建设。
目前，中国明清城墙(杭州富阳新登古城墙)、海上丝绸之路(杭州段)、中国古代瓷窑址(杭州郊坛下和老虎洞窑址)等多个项目已入选《中国世界文化遗产预备名单》，杭州正加速从“一城三世遗”向世界级遗产集群迈进。
活动现场还发布了《提升杭州世界遗产联盟工作三年行动计划(2026—2028年)》。该计划将统筹现有遗产保护与后备遗产培育，系统推进保护改造、学术研究、文化传播等工作。
杭州市园林文物局局长王宏伟表示，将发挥好世界遗产联盟的组织作用，执行好三年行动计划。“我们希望通过构建更紧密的遗产联动网络，打造具有杭州特色的世界遗产行动，共同把我们的遗产保护好、管理好、研究好、宣传好。”(完)
