Farid Gul Zaheer, a pharmacist in the region, said he had "never witnessed such a dangerous flood".
"It felt like there was an earthquake, and I heard children and people screaming,
"Everyone is traumatised, they didn't sleep all night," Mr Zaheer said.
Mr Zaheer said he had "lost everything".
It comes after widespread flooding and landslides killed 110 people in Afghanistan earlier this year.
Search difficulties
Flooding began earlier in the week after heavy rainfall between July 18 and 20, resulting in unusually high river flows.
Rescue searches in Afghanistan were underway on Tuesday when two gunshots were heard, a signal that more flooding was imminent.
Juma Khan Nayel, communications chief for the Afghan Red Crescent Society, said the water rose to unprecedented levels.
Afghanistan's defence ministry said the military had also been deployed to the area to support the relief effort, while the United Nations said it was assessing the disaster.
