國民黨立委翁曉玲繼日前大幅刪減外交部媒體政策及業務宣導費後，近日提案將文化部編列的新台幣4738萬元媒宣費全數刪除，並同步提案減列影視及流行音樂產業局6成媒宣費。對此，教育及文化委員會成員、民進黨立委吳思瑤今（13日）批評，此舉不僅阻斷國內文化政策的推廣，並削弱文化外交軟實力，恐使國際僅剩下中國聲音，讓台灣文化人被綁進中國市場。
根據立法院預算提案表，翁曉玲繼日前大砍外交部媒宣費1億餘元後，近日將矛頭轉向文化部，將今年度編列的媒宣費4738萬元全數刪除；同時，針對文化部所屬的影視及流行音樂產業局，提案刪減6成媒宣費、共計367萬8000元。
對此，吳思瑤接受本報訪問時指出，國民黨從去年起便將大幅刪減外交相關預算列為既定策略，試 મા讓台灣在國際上被「噤聲」；在官方外交面臨打壓的困境下，「文化外交」即是台灣公眾外交的活路。
吳思瑤回顧，近年台灣不論是搭配東京奧運、巴黎奧運，或是近期的大阪世博，皆成功以文化力將台灣帶向世界，獲得國際正面肯定。若將國際媒宣費扼殺，不僅是拆除台灣文化團隊在國際發揮的舞台，更將重創文化外交，造成國際上只剩下中國的聲音。當台灣文化力無法走向國際，可能使台灣文化人配合中國的對台相關措施，被迫綁進中國市場。
在國內層面，吳思瑤指出，若媒宣費被全數封殺，文化部將無法向大眾推廣，包括文化幣等重大政策，或是各項優質的國內文化展演，直接阻斷文化部門與人民溝通的管道。
此外，吳思瑤進一步透露，目前文化部預算審查進度整體受阻。除了媒宣費面臨刪減危機外，因預算遲未通過審查，許多既存文化館舍的延續性計畫與新額度經費皆無法如期動支。國民黨既不排審預算，又大刀砍預算的做法，正是傷害、壓迫文化。
