Ambulance crews found the 22-year-old man with critical injuries.
He died at the scene.
Police allege a 30-year-old man from Iluka in Perth's north was driving the vehicle that struck the man, and that he left the scene after the crash.
Police said he later reported to Joondalup Police Station, where he was arrested and taken into custody.
The alleged driver has been charged with failing to stop and ensure assistance after an incident occasioning death, and failing to report an incident occasioning death or grievous bodily harm to police.
He was refused bail and is due to appear in Joondalup Magistrates Court today.
