林琪兒的父親是美國人，母親是台中人，兩人在台中清泉崗相識相戀，市長盧秀燕表示，美村綜合服務園區的美村就是美國的村落，象徵著台中跟美國之間的情誼、台美情誼。
盧秀燕表示，林琪兒是谷立言回到美國去的時候，無意中知道林琪兒小時候住過台中，因此特別跟他一起到台中，並且參訪以前是美軍聯勤招待所的美村綜合服務園區，她相信林琪兒的父親以前也曾到美軍聯勤招待所。
盧秀燕並指出，美村綜合服務園區將於9月4日完工啟用，她會同時邀請谷立言與林琪兒一同來參加開幕啟用儀式。
「美村綜合服務園區」由原「美軍聯勤招待所」改造而成，斥資逾7億元，融合歷史記憶與現代社福功能，園區為西區結合公托、親子館、兒童運動中心及高齡友善服務的核心據點，是市府打造全年齡共享、歷史與現代共融社福基地的重要成果。
