서울시는 11일 광역급행철도(GTX)-A노선 삼성역 지하 공사 과정에서 철근을 누락한 현대건설 등 시공사들에 벌점을 부과하겠다고 통보했다고 밝혔다.
건설기술 진흥법 시행령에 따르면 주요 구조부를 설계와 다르게 시공해 보수·보강이 필요하게 만들거나 설계 확인 후 조처를 하지 않아 시공 후 주요 구조부의 설계 변경 사유가 발생한 경우 벌점 부과 대상이 된다.
시는 헌대건설에 벌점 2.316점을 부과하는 것을 비롯해 그 외의 건설사업자에 0.210∼0.716점의 벌점을 부과할 예정이라고 통보했다.
하도급사와 건설기술인, 하도급 현장대리인에게도 각각 4점의 벌점을 부과할 방침이라고 덧붙였다.
시는 이달 말까지 벌점 부과에 대한 이의제기 신청을 받고, 신청이 있는 경우 외부 위원들로 구성된 심의위원회를 통해 최종 벌점 규모를 확정할 계획이다.
벌점이 확정되면 현대건설 등은 공공공사 입찰에서 불이익을 받게 된다. 벌점이 누적되면 선분양 제한, 공공 수주 입찰 참가 제한 등 제약을 받게 된다.
