Tamil Nadu CM urges PM Modi to freeze Lok Sabha seats and decouple women's quota from delimitation

Tamil Nadu Chief Minister C. Joseph Vijay has written to Prime Minister Narendra Modi, urging a Constitutional amendment to permanently fix the strength of the Lok Sabha at its existing 543 seats, amid growing concern in southern states over the impact of an upcoming delimitation exercise on their parliamentary representation.

The letter comes days after the Tamil Nadu Assembly passed a special resolution, moved by Vijay himself, calling on the Centre to permanently freeze the Lok Sabha's strength at 543 seats and protect the existing state-wise distribution of parliamentary seats.

Moving the resolution in the Assembly, Vijay had pointed out that the number of Lok Sabha and Assembly seats allotted to states had remained shielded from population-based redistribution for decades, with the 1971 Census forming the basis for the long-standing freeze. He also referred to a Constitutional amendment bill on the subject that was defeated in Parliament in April 2026.

Alongside the seat-freeze demand, Vijay has also urged the Centre to implement 33% reservation for women in the Lok Sabha from the 2029 general elections, without linking its rollout to a future delimitation exercise or an increase in the number of parliamentary constituencies. He said the women's quota should instead be implemented on the basis of the Lok Sabha's existing strength of 543 seats, and that its rollout should not be postponed on account of delimitation or other procedural requirements.

"Reservation for women is not a concession, it is their democratic right," Vijay had said while moving the Assembly resolution, underlining the need for greater representation of women in Parliament.

The demand is rooted in longstanding apprehensions among southern states that a delimitation exercise based on post-1971 Census population data would disproportionately reduce their share of Lok Sabha seats, since these states have more successfully controlled population growth compared with several northern states. Tamil Nadu has argued that states should not be penalised with reduced parliamentary representation for achieving better demographic outcomes.

The Centre's proposed Delimitation Bill, 2026, seeks to base the fresh delimitation exercise on updated census data and expand the Lok Sabha from 543 to 850 seats, a move that has revived concerns in the South that faster-growing northern states could gain disproportionate influence in Parliament.

The exercise is also linked to the rollout of the 33% women's reservation law passed in 2023, which was designed to come into effect after delimitation, adding further urgency to the debate.

Earlier this month, Vijay convened a consultative meeting of Tamil Nadu's MPs in Chennai on the delimitation issue, urging them to unite against the Centre's proposals.

The meeting was boycotted by the DMK and AIADMK, who termed it a political exercise, even as leaders across DMK, BJP, PMK and Congress have separately weighed in on the delimitation debate, the question of southern states' representation, and the women's reservation timeline.
