Carter Property Services, owned by Glyn Carter, was fined £42,500 by Peterlee Magistrates Court after Durham County Council found 13 breaches of selective landlord licence conditions across eight properties in County Durham, including one where tenants slept amidst dead rats, human waste, and urine.
