海南不动产登记数字化改革：区块链技术赋能电子证照“链上存证、指尖亮证”

中新网海口6月18日电 (尹建军 李思雨)不动产证书是重要的财产权属凭证，广泛应用于房产交易、抵押融资、政务办理等场景。海南省自然资源和规划厅18日介绍，海南依托区块链技术深化不动产登记数字化改革，实现电子证照“链上存证、指尖亮证、安全可信、全域可用”，大幅提升群众办事便利度和产权交易安全性。

Hainan, which launched the blockchain application pilot for real estate registration in 2023, continues to promote the deep integration of technological innovation and government services. In 2025, Hainan will coordinate the promotion of blockchain on-chain data with the construction of "Internet + Real Estate Registration", relying on the province's unified government blockchain base, and will fully complete the on-chain integration of real estate registration electronic licenses for the whole province (excluding Sansha City) in 2026. The relevant blockchain query, license display, and verification functions were officially launched in May this year.

At present, Hainan has built a trusted database of blockchain real estate electronic licenses that is unified throughout the province and dynamically updated, and has successfully connected to the national main chain of the Ministry of Natural Resources, realizing provincial data retention, national aggregation, and national mutual recognition. All real estate licenses in the province are stored on the chain, relying on the tamper-proof and traceable technical characteristics of the blockchain, preventing data tampering and certificate forgery risks from the source.

In the past, when people handled transfer, mortgage, financing, water, electricity, and gas transfer and other businesses, they had to repeatedly carry and present paper certificates. It was more time-consuming, laborious, and costly for owners in other places and overseas owners. Now, they only need to log in to the Hainan Provincial Real Estate Registration Comprehensive Service Platform and display and verify licenses online anytime and anywhere through their mobile terminals, without paper materials and without running back and forth. Electronic licenses have the same legal effect as paper licenses, which simplifies the business process and standardizes transaction verification.

The landing application of blockchain technology this time is an important measure for Hainan to promote "reducing certificates and benefiting the people", deepening the construction of digital government, and helping the construction of a smart Hainan and a free trade port.
