中国科学院院士钱德沛近日在北京举行的2026(首届)人工智能院士论坛暨新架构智能芯片技术北京市重点实验室成立仪式上表示，要探索多方利益统一的算力网新型模式和机制，实现超算互联网。其中，可基于国家超算基础设施，建设“计算淘宝网”“计算京东网”，在上面开办“计算淘宝店”“计算京东店”。领域用户面对的将不再是超级计算机，不再以单纯获取机时为目的，而是得到所需要的应用软件、应用流程、问题解决方案。领域应用平台的应用软件则按需使用，按使用量付费，这将改变传统购买许可证的方式。
在他看来，建设算力网的主要任务涉及多个方面。第一，要提升国产算力，算力网一定有强大的计算能力。第二，要丰富计算的应用资源，没有应用就没有用户，资源就会浪费。第三，要建立基础设施形态，把它变成一个像水电一样的社会基础设施，方便使用，资源有效利用。第四，要发展新型应用模式与运营机制，模式和机制要适应基础设施发展。
钱德沛表示，算力网建设的基本思路是：智算融合双向赋能、面向领域通专结合、关键技术另辟蹊径、敏捷自动设计验证、软硬协同系统优化、模式创新普及应用。
在模式创新普及应用上，他认为，互联网用户群体数量巨大，通过网络提供渗透性服务，是基于价格、服务质量的竞争，而且具有创新和自我生长动力，要探索多方利益统一的算力网新型模式和机制，实现超算互联网。
钱德沛解释，超算互联网并不是真正做网络，而是借鉴互联网理念，构建国家超算基础设施。超算互联网将是可控的，由国家投资或地方政府投资，作为全国一体化算力的先导或先行。全国一体化算力是宏大目标，超算互联网可以作为一个切入点。
他表示，计算和网络、计算和智能走向融合是历史必然，这将有力促进国家算力基础设施的建设和应用。要探索算力网基础设施运营的新模式和机制，提升算力网的应用和服务水平，更好地支撑数字中国建设。(完)
