Two Bucks County parents have been charged after allegedly hosting an underage drinking party with about 150 teenagers at their home on Halloween night last year, police said.

Michael Moore, 56, and Rachel Moore, 47, face charges of providing alcohol to minors following an investigation into the October 31, 2025, alleged incident at their residence on the 300 block of Joelle Court.

Officers responded to the home at approximately 9 p.m. after receiving reports of an out-of-control gathering, according to police records seen by ABC News.

Upon arriving, officers found about 150 teenagers at the home, many of whom appeared to be drunk, police said.

Inside the residence, investigators reportedly found a large bar area stocked with alcoholic beverages and numerous plastic cups. Witnesses reportedly told police that multiple jars filled with alcohol were distributed throughout the home.

According to police documents, the party operated under a strict “guest list only” policy. A witness told investigators that they were denied entry because their name was not on the invitation list.

Another witness reportedly stated that Michael and Rachel Moore were stationed in the garage — which served as the main entrance — checking the names of arriving juveniles against the guest list.

When questioned by officers at the scene, Michael Moore said that he had hired a bouncer to manage the gathering, but the bouncer never showed up, according to police.

The Moores were booked and processed by authorities May 11.

In Pennsylvania, a first conviction for providing alcohol to minors carries a mandatory minimum fine of $1,000.
