多用户绿电直连是指风电、太阳能发电、生物质发电等新能源发电不直接接入公共电网,通过专用线路和变电设施向多个用户供给绿电,实现供给电量清晰溯源和分配的模式。
国家能源局有关负责人当天介绍,当前,工业园区占中国总能耗的66%以上,未来碳排放双控政策将逐步覆盖更多高载能行业,推动重点行业企业、工业园区、零碳园区等开展多用户绿电直连,有利于拓展新能源开发利用空间,推动双碳目标实现。
据介绍,能够响应电价信号、灵活调整用电负荷的工商业企业适合开展多用户绿电直连。
这些企业用电灵活性高,能够通过优化用电时间和用用电量,更好地适应新能源的波动性,提升项目的源荷匹配程度,减少项目对大电网的依赖;允许项目更加合理选择接入公共电网容量,提升受电变压器负荷率,降低输配电成本;还可通过“高峰少用电、低谷多用电”和提高自发自用电量比例节约电能量费用支出,从而提升项目整体的经济性。
该负责人称,多用户绿电直连坚持绿色导向,在单用户绿电直连的基础上进一步加大政策供给,实现更高水平新能源就近消纳。(完)
