In a feisty match, both sides missed chances to score, with Ecuador twice hitting the bar in the first half.
Elye Wahi came closest for Côte d'Ivoire when his shot also crashed off the bar.
But in the 89th minute, Diallo produced a fantastic finish after a cross from the right to secure the win.
Côte d'Ivoire's teenage winger Yan Diomande was the standout performer, tormenting the Ecuador defence down the left-hand side.
