EU Ministers Call for Tougher Border Action After Ceuta Migration Surge

European Union interior ministers on Tuesday called for tougher action against migrant smuggling networks and stronger return policies after around 72,000 migrants entered Spain's North African enclave of Ceuta last week, triggering alarm across the 27-member bloc. The emergency meeting came days after one of the biggest migration surges in recent years left at least 75 people dead, with many drowning or getting crushed during the chaotic crossing.

European commissioner Magnus Brunner said criminal smuggling networks and misinformation circulating on social media fuelled the unprecedented influx into Ceuta, one of the EU's two land borders with Africa shared with Morocco. "There is an ongoing investigation of the matter (Morocco's role in the massive break) in Spain. So I ... can't actually comment on that any further but there was of course some disinformation by the smugglers and the human traffickers, that's what we know for sure," Brunner said. According to Reuters, ministers discussed a series of measures, including enhanced intelligence-sharing, closer monitoring of social media to detect migration surges early, stronger protection of the EU's external borders, and deeper cooperation with countries outside the bloc to curb irregular migration. Brunner also confirmed that the EU is negotiating a strategic comprehensive partnership agreement with Morocco.

While Brunner refrained from blaming Morocco, analysts cited by Reuters questioned whether Moroccan authorities had turned a blind eye to the crossings, noting similar allegations during the 2021 Ceuta migration crisis. Morocco rejected accusations on Monday, arguing that Spain should have anticipated the consequences of a court ruling that prevented the immediate deportation of migrants arriving by swimming if no physical barrier had been crossed, according to Reuters. Spanish interior minister Fernando Grande-Marlaska said Spain moved quickly to install a maritime barrier after the ruling and insisted intelligence agencies had received no indication of a planned mass crossing. "There are things that happen where there does not necessarily need to be someone responsible," he said. The migration surge has reignited divisions within the EU, with several leaders criticising Spanish Prime Minister Pedro Sanchez's migration policies. Sanchez has rejected the criticism, saying smugglers deliberately misrepresented the court ruling to encourage migrants to attempt the dangerous crossing.

The Ceuta crisis has also intensified calls for stricter migration policies across Europe. Denmark called for increased EU funding for border security, while Italy proposed new external processing hubs for asylum seekers and return centres in safe third countries. Greek Prime Minister Kyriakos Mitsotakis also argued that EU rules should allow the temporary suspension of asylum registrations during sudden mass migration events. The humanitarian situation remains challenging. Many migrants still in Ceuta were sleeping on beaches and using public showers, while refugee organisations urged Spain to provide proper accommodation and allow eligible migrants to apply for asylum. The Spanish Commission for Refugee Aid criticised authorities for leaving migrants in poor conditions. "If they think that by keeping people in poor conditions they will decide to return (home), we believe that is a bad decision and poor management," director-general Mauricio Valiente said, as cited by Reuters.

Although most migrants who entered Ceuta have since returned to Morocco, the crisis has exposed deep divisions within the EU over migration management. Spain has defended its response, saying it coordinated closely with Moroccan authorities and quickly pushed back most migrants. However, the incident prompted Italy to temporarily suspend passport-free Schengen travel arrangements with Spain for a month, even though Ceuta is outside the Schengen area, while 22 EU member states called for coordinated action to strengthen the bloc's external borders. The EU has increasingly relied on migration agreements with North African countries to reduce irregular arrivals. However, critics argue that this strategy leaves the bloc vulnerable to political pressure from transit countries that can tighten or relax border controls to gain diplomatic or economic leverage.
