海南正在进行专用车生产制造适用加工增值免关税政策试点。试点管理体系要求，进口整车禁止为小轿车、越野车及90万元人民币(不含增值税)以上乘用车/中轻型商用客车；改装产品首批限定在救护车、消防车、旅居车、医疗车、宿营车5类专用车。
政策试点一段时间后，经评估可逐步放开至其他有需求的车型。
试点管理体系显示，试点企业总数不超过15家，首批为3家。参与试点的企业必须实施ERP(企业资源规划)管理并与海关联网、安装全覆盖视频监控并联网、具备独立生产场地与规范会计账簿，未达标者严禁开展业务。
