Hong Kong authorities have relaxed a recent proposal requiring mandatory annual medical check-ups for commercial vehicle drivers aged 65 to 69, reducing the frequency to twice in five years following an industry backlash.

The proposal, set to take effect in mid-2027, will reduce the age threshold for mandatory medical certification for commercial vehicle drivers from 70 to 65.

In a policy paper submitted to the legislature on Friday, the Transport and Logistics Bureau said the move was aimed at protecting drivers and road users amid a growing number of elderly commercial vehicle drivers.

“[The proposal] aims to enhance road safety by tightening physical fitness assessment requirements, helping drivers identify and manage health risks at an early stage, preventing or promptly treating illnesses that may affect driving ability, and thereby extending their safe driving lifespan,” the paper stated.

The proposed amendments, unlike the earlier proposal that drew heavy criticism from the industry, allow drivers aged 65 to 67 to apply for three-year licences and those aged 68 to 69 to apply for two-year licences. They must pass a medical check-up before renewal.

This means drivers aged 65 to 69 need to complete two medical check-ups in five years, a reduction from the previously suggested annual checks.
